Washington's statewide rent increase cap (HB 1217) protects tenants across the state with rent increase limits and notice requirements.
Washington HB 1217 at a Glance
- Rent Cap: 7% + CPI annually, maximum 10% (9.683% for 2026)
- Manufactured/Mobile-Home Lots: Flat 5% cap per 12-month period under chapter 59.20 RCW
- Coverage: Most residential rentals subject to RCW 59.18 after 12 months of tenancy
- New Construction: RCW 59.18.710 exempts units whose first certificate of occupancy was issued within the past 12 years
- 12-Month Waiting Period: No rent increases during the first year of tenancy
- Notice: 90 days required statewide (180 days in Seattle)
